Opinion: हर विश्व जमावड़े में ज़रूरी क्यों है नरेंद्र मोदी की मौजूदगी?

कोविड-19 के कारण बदले विश्व वातावरण में प्रकाश पर्व दीपावली के पहले 29 अक्टूबर को शुरू हुआ प्रधानमंत्री नरेंद्र मोदी (Prime Minister Narendra Modi) का पांच दिन का विदेश दौरा कई माइने में महत्वपूर्ण रहा. ऐसे माहौल में जबकि हिंदू हितों के समर्थक संगठन भारत में ईसाई मिशनरी के कन्वर्ज़न की मुहिम पर आंखें तरेर रहे हैं, मोदी ने वेटिकन सिटी में पोप फ़्रांसिस (Pope Francis) से मुलाक़ात की. पाकिस्तान (pakistan) और बांग्लादेश (Bangladesh) में जेहादी संगठन अल्पसंख्यक हिंदुओं और उनकी आस्था पर हमले कर रहे हैं, तब प्रधानमंत्री मोदी ने पोप फ़्रांसिस से सद्भावना मुलाक़ात कर दुनिया को सर्व धर्म समभाव का बड़ा और ख़ालिस भारतीय संदेश दिया. दोनों के बीच धरती को बेहतर बनाने के लिए जलवायु परिवर्तन के हालात से लड़ने और ग़रीबी दूर करने समेत कई महत्वपूर्ण मुद्दों पर बातचीत हुई. मोदी ने पोप को भारत यात्रा के लिए आमंत्रित किया.
मोदी इटली के प्रधानमंत्री मारियो द्रागी से भी मिले. प्रतिनिधिमंडल स्तर की वार्ता में दोनों देश जलवायु परिवर्तन से निपटने के लिए स्वच्छ ऊर्जा का प्रयोग बढ़ाने जैसे संवेदनशील मुद्दे पर सहमति बनी. इससे रोज़गार और जीडीपी में बढ़ोतरी की असीम संभावनाएं हैं. मोदी और द्रागी की मुलाक़ात भारत और इटली के संबंधों में मज़बूती की नई आधारशिला साबित होगी. प्रधानमंत्री ने इटली में रह रहे भारतीय समुदाय के लोगों और इटैलियन हिंदू यूनियन, द इटैलियन कांग्रेशन फॉर कृष्णा कॉन्शियसनेस, सिख समुदाय और विश्व युद्ध के दौरान इटली में लड़ने वाले भारतीय सैनिकों की स्मृति में बने संस्थानों सहित विभिन्न संगठनों के प्रतिनिधियों सहित भारत के मित्रों से भी भेंट की.
साफ़ है कि मोदी अपने सभी विदेश दौरों को बहुआयामी बनाने में कोई कसर नहीं छोड़ते. वे न केवल विश्व कूटनीति में भारत की और शक्तिशाली कूटनैतिक भूमिका सुनिश्चित करते हैं, बल्कि विदेश में रह रहे भारतवंशियों को स्वदेश से और ज़्यादा जोड़ने का प्रयास भी करते हैं. इससे पहले ऐसे प्रयास कम ही किए गए हैं. मोदी अपने विदेश दौरे का हर पल सकारात्मक बनाते हैं. यही कारण है कि वे जहां भी जाते हैं, भारतवंशी उनका अपने परिवार के सदस्य की तरह स्वागत करते हैं.

मोदी-मोदी के नारे बताते हैं कि प्रधानमंत्री का स्वागत लोग दिल खोलकर करते हैं. उन्हें ऐसा लगता है जैसे भारत से उनका कोई सगा-संबंधी उनके लिए ढेर सारी ख़ुशख़बरियां लेकर आया है. असल में भारत के लोग दुनिया भर में प्रमुख भूमिकाएं निभा रहे हैं. दुनिया के समृद्धतम देशों की प्रगति में भारतवंशियों की प्रमुख भूमिका है. ऐसे में स्वदेश के प्रति प्रेम की उदात्त भावना अगर किसी भी वजह से उनके मन में जागती है, तो यह भारत की विश्व गुरु की छवि को और अधिक निखारने वाली साबित हो सकती है.
प्रधानमंत्री नरेंद्र मोदी ने जलवायु परिवर्तन और पर्यावरण पर जी-20 रोम शिखर सम्मेलन में भी शिरक़त की. पहले सत्र के समापन के बाद मोदी ने ट्विटर कर कहा कि जी-20 शिखर सम्मेलन की कार्यवाही व्यापक और उत्पादक रही. मोदी ने बताया कि उन्होंने कोरोना के ख़िलाफ़ वैश्विक लड़ाई में भारत के योगदान से संबंधित पहलुओं पर प्रकाश डाला. इससे पहले 12 अक्टूबर को मोदी ने जी-20 देशों की अहम बैठक में वीडियो कॉन्फ़्रेंसिंग के ज़रिए भाग लेते हुए मोदी ने विश्व में आतंकवाद की समस्या के प्रति पूरी दुनिया को फिर से सचेत किया. तब उन्होंने अफ़ग़ानिस्तान की समस्या के प्रति दुनिया का ध्यान खींचा था. उन्होंने अफ़ग़ानिस्तान के लोगों के मानवाधिकारों की भी वक़ालत की थी.

दरअसल, मोदी ऐसे विश्व नेता हैं, जो भारत को उन्नति के नए शिखरों पर तो ले ही जाना चाहते हैं, साथ ही पूरी दुनिया की भलाई के बारे में भी उतनी ही शिद्दत से सोचते हैं. 12 अक्टूबर को उन्होंने कहा था कि हमें अपने साथ-साथ दूसरों के अधिकारों की चिंता भी करनी चाहिए. दूसरों के अधिकारों को अपना कर्तव्य मानना चाहिए और हर किसी के साथ सम भाव और मम भाव रखना चाहिए. उन्होंने कहा था कि मानवाधिकार का बहुत ज्यादा हनन तब होता है, जब उसे राजनीतिक चश्मे से देखा जाता है, राजनैतिक नफ़ा-नुकसान के तराज़ू से तौला जाता है. इसमें किसी को संदेह नहीं होना चाहिए कि नरेंद्र मोदी का नाम आज विश्व के उन गिने-चुने नेताओं में शुमार हो गया है, हर महत्वपूर्ण मुद्दे पर जिनकी राय हर कोई जानना चाहता है. कोई भी बड़ा विश्व जमावड़ा आज बिना मोदी की उपस्थिति के पूरा नहीं होता. यही वजह है कि जब ग्लास्गो जलवायु शिखर सम्मेलन में मोदी ने एक विश्व – एक सूर्य – एक ग्रिड का उद्बोधन किया, तब पूरी दुनिया के नेता उन्हें एकाग्रचित्त होकर सुन रहे थे. उन्होंने कहा कि मानवता को बचाने के लिए दुनिया को सूर्य के साथ चलना होगा. सूर्य की अक्षय ऊर्जा पूरी दुनिया के लिए जीवनदायी साबित हो सकती है. जलवायु परविर्तन के मौजूदा दौर में सूर्य जैसे प्राकृतिक स्रोतों पर निर्भरता की बात नई नहीं है, लेकिन इसे समस्या के मुख्य समाधान की तरह देखने का सूत्र मोदी ने ही दिया है.
उन्होंने ट्वीट कर कहा कि भारत ने न केवल पेरिस प्रतिबद्धताओं को पार किया है, बल्कि अब अगले 50 वर्षों के लिए महत्वाकांक्षी एजेंडा भी तय किया है. उन्होंने कहा कि लंबे समय के बाद कई पुराने दोस्तों को आमने-सामने देखना और कुछ नए लोगों से मिलना अद्भुत था. मैं अपने मेजबान प्रधानमंत्री बोरिस जॉनसन और मनोरम ग्लास्गो में गर्मजोशी भरे आतिथ्य के लिए स्कॉटलैंड के लोगों का भी आभारी हूं.
ग्लास्गो से भारत वापसी से पहले रंगीन भारतीय पोशाकें पहने भारतीय समुदाय के लोग मोदी को विदाई देने के लिए जुटे. विदायी देने आए लोग ढोल बजा रहे थे, तो प्रधानमंत्री मोदी भी ख़ुद को नहीं रोक पाए. उन्होंने भी ढोल पर हाथ आज़माए, तो स्पष्ट कर दिया कि वे जनता के प्रधानमंत्री हैं और भारतीय नागरिकों के दिल में बसते हैं. उत्सवधर्मिता उनके रोम-रोम में बसती है. विश्व भर में भारतवंशी मोदी के स्वागत में ठेठ भारतीय अंदाज़ में उल्लास मनाते हैं, ऐस में बात अगर दीपावली जैसे पवित्र त्यौहार के वातावरण की हो, तो भारतीयों का मन मयूर तो बेसाख़्ता नाच ही उठेगा.
